This report focuses on the risks of climate change to development in Latin America and the Caribbean, the Middle East and North Africa, and parts of Europe and Central Asia. This report builds on the 2012 report, titled ‘Turn Down the Heat: Why a 4°C World Must be Avoided, which concluded that, if action were not taken immediately, the world would warm by 4°C above pre-industrial levels by 2100. The 2014 report explains record-breaking temperatures and heat extremes are occurring more frequently, rainfall has increased in intensity and drought-prone regions are becoming drier across the three regions. It concludes that these events may now be unavoidable, and that if warming reaches 4°C, heat and other weather extremes considered ‘highly unusual or unprecedented today will become the ‘new climate normal tomorrow.
