BACKGROUND

The Asia Pacific has emerged as the epicentre of the global electric vehicle (EV) transition. The region's EV market was valued at approximately USD 419.66 billion in 2025 and is projected to nearly double to USD 927.96 billion by 2030. Within this regional growth story, individual country trajectories vary widely. Across much of Asia Pacific, the first decade of EV policy relied heavily on demand-side incentives such as purchase subsidies, tax exemptions, and registration benefits etc. However, commitments and incentives alone are not sufficient to achieve the pace or depth of transition that is currently required. There is an urgent need to shift from incentives to mandates. A more robust, second-generation policy architecture is now needed, that combines regulatory certainty with implementation focus.

Discussions at the webinar will target the diversity of policy innovation across India, Bhutan and the Philippines by hearing directly from government officials on the EV landscape and the distinctive regulatory, fiscal, and infrastructure measures being pursued in their respective countries. The conversation aims to facilitate cross-country peer learning by identifying policy tools, fiscal models, and implementation lessons that may be adaptable across borders.

These themes are however offered as discussion prompts rather than settled conclusions; the webinar is designed to understand, share, and enrich the participants with the lived sectoral experience of government officials, country representatives and experts from across the region.
